The verse is actually a "Prologue" and what is labeled "Chorus" is the Verse and the section with different melody and chords about the photograph is a Bridge or "Release." But those are arbitrary terms. More importantly, Berlin's original music would make the "Chorus" (as labeled above) D Gm D G -- NOT D Gm D Gm. It is the transition from minor to major in the same key that gives the structure its richness. Try it and see.
